COALITION FOR TAX ACCOUNTABILITY AND BLACK REPRESENTATION

CTABR is a disciplined, research-driven coalition committed to exposing and dismantling systemic fiscal inequities that burden Black communities. We demand accountability in taxation, proportional representation in decision-making, and full reinvestment of public funds into the communities that generate them. We operate with precision, transparency, and unwavering commitment to justice. CTABR is a civil rights initiative demanding equa protection, equal taxation, and equal representation for Black Taxpayers in Nebraska. We expose discriminatory taxation, challenge unlawful government practices, and organize community led legal aciton.

Black communities receive equitable services, fair tax assessments, full civic representation, and reinvestment that aligns with their contributions.

🖤 THE FIVE CTABR OPERATING PILLARS

1. Fiscal Equity & Service Accountability

Expose the gap between taxes paid and services delivered.

2. Property Tax Justice

Organize mass property tax challenges and policy reform.

3. Civil Rights Restoration

Advance full civic reintegration for formerly incarcerated citizens.

4. Representation in Power Structures

Demand seats on planning boards, zoning committees, finance bodies, and public oversight institutions.

5. Economic Reinvestment

Track every public dollar extracted from Black neighborhoods and demand equitable reinvestment.

🐆 THE PROBLEM

For decades, Black Nebraskans have faced:

  • Overtaxed but underserved neighborhoods

  • Over-assessed property valuations

  • Poor public services despite high tax contributions

  • Disenfranchisement before and after incarceration

  • Underrepresentation in local and state decision-making

We pay full taxes.
But we don’t receive a full government.
That ends now.

🔍 OUR STRATEGY

CTABR uses a three-pronged approach:

1. Investigate

We collect:

  • Property assessment data

  • Public service spending data

  • Infrastructure and school investment records

  • Tax disparities by zip code

  • Voting access and representation metrics

2. Organize

We support:

  • Petitioners

  • Formerly incarcerated taxpayers

  • Community testimony

  • Legal declarations

  • Neighborhood data teams

3. Litigate

We pursue:

  • Refund actions

  • Equal protection claims

  • Discriminatory impact suits

  • Administrative challenges

  • Public transparency enforcement
